The Clarion City Council on Monday accepted the low bid from Sande Construction of Humboldt for the construction of a conventional hangar at the Clarion municipal airport. The bid came in at $464,302. Another bid came from Jensen Builders of Fort Dodge in the amount of $513,980. The project will be funded 90& by the Federal Aviation Administration with a 10% local match.
The council met with David Doxtad with I & S Group to discuss the drainage design for the proposed 19 lots for the housing development project. An amendment to the owner engineer agreement was also presented to the council. Clarion city council members gave the go ahead to allow I & S to proceed with the design and plat for the housing development project to focus on drainage issues.
City administrator Rochelle Pohlman presented a request for a Tax Rebate for Property Taxes from Clarion Packaging for the taxes due September,2012 and March,2013. Pohlman informed the council that she and Attorney Rich Bordwell reviewed the development agreement between Clarion Packaging and the city of Clarion. Attorney Bordwell delivered an opinion to the city administratior and Mayor Mike Nail that Clarion Packaging is in default under the terms of the agreement the property was sold at a tax sale in June,2011 for the taxes payable in September,2010 and March,2011. These taxes were purchased by an investor at the time of the sale. The taxes payable in 2011-12 were also paid by the investor and not the developer. The developer did however pay the taxes requested for September,2013 and March,2013.The property is at risk of being transferred to the investor since the investor could issue his 90 day notice at any time. The council did deny the request from Clarion Packaging for the $40,000 tax rebate request due to the default of the development agreement.
